Recovering Neighborhood It's strange living in a recovering neighborhood. You never know what elements gave the neighborhood its essential character until they're gone. Who can differentiate between a vacant lot full of litter, and the joys of a private jungle in your own neighborhood. New construction sometimes goes on without touching the neighborhood's spirit, yet something as simple as a paint job can determine the identity of the street.
