It was closed for quite a while while they did tests to ensure it would not collapse into the Ville Marie Tunnel below. This building also has public walkways under it that look down into the expressway tunnel. Quite an interesting view, both from the sidewalk looking down at the traffic, and from a vehicle in the tunnel looking up into the belly of the Palais de congres.
