would someone need a ladder, scaffolding or some milk crates to get those tags up so high?

to do that droids piece, a ladder (or something else tall to climb on) would almost certainly be necessary.
some of the pieces in the first couple shots seem to be done with rollers. in that case, the artists may have employed long extension poles.
