6th & Madison St., downtown. A lady standing on the corner said that these Illinois stickers are given out to visitors at the Abraham Lincoln Presidential Museum across the street

I love to think that this probably started with just one person placing one sticker there, then walking away. This is the ultimate gum window. I can't imagine why they haven't been removed.

My guess is elementary school children visiting the capital.....got stickers then stuck them!
