Maybe the sign is for those Tagalog-speakers who are unfamiliar with the English word.

You maybe surprised Evil, that most of the people there are more conversant in English than Tagalog. There are 120 languages and dialects in the Philippines. Although Tagalog is the official language, I believe, the most widely spoken is the dialect of the north, Ilocano. This 10 year old boy, our guide, was very conversant in English. It is a tourist area, flocked by Europeans every year, so it is for the locals' advantage to learn English.
