STEVE: 13th Jan 2006 - 05:28 GMTI randomly happened upon your post. I'm not from Newark, but these boxes are telephones that the police used to call for help or report in early in the 20th century. They may still be working for back-up. These bring a price of several hundred dollars on Ebay. They say telegraph because some had an automatic telegraph that would send the number (location) of the box if the policeman only had time to insert his key.
