Brief: Work in my neighborhood. The Texas Medical Center happens to lie in a floodplain. A tropical storm caused (many) millions of dollars of damage and lost research (transgenic animal lines, equipment, etc). This is a hundred million dollar flood mitigation project, and part of it puts a 10x12 foot underwater drainage duct practically underneath my house.
