the city of portland has gone about replacing all the old coin operated parking meters with electronic ones. the new ones are only one per block, not one per parking space...and they take credit cards...and they've eliminated the capacity to feed other people's meters or snag time on a meter still running. so the old ones have been pulled out, leaving 4" circular scars up and down the sidewalks downtown. and someone has taken this opportunity to paint tiny portraits $1 / hour, sigh... I saw another meter cap character that was blue, and I dont think it was TV Head, but I canNOT remember where. I've been walking with my head down the last couple weeks trying to find him.
